i have adhd and don’t see a problem with saying someone has adhd if they really do. adhd comes with many traits/symptoms but if you do want to specify hyperactivity, yes you can say someone is hyperactive (or you could say “energetic”, which may be better). talkative also isn’t an inherently negative description, though to say she does whatever whenever she wants may come off as negative, because sometimes people say this of people who are inconsiderate and selfish. “spontaneous” may be a good alternative if you don’t want it to be taken negatively
