The east of the river is the area called Pudong. (background:the place was divided by the river into two areas. on the east is Pudong. On the west is Puxi). I wonder if I need to add "to" in front of the east of the river.

You could replace " on " with " to " to make " To the east is Pudong. To the west is Puxi " yet the word " on " is still correct either or
