I'd say that when "sie" refers to several objects, the most natural expression is "Ich will sie nicht verkaufen"
"Ich will nicht sie verkaufen" sounds like you are talking to a person you don't want to sell, and the second sentence sounds just off to be honest.

The second option is not correct.
The "nicht" is (mostly) placed after the verb that refers to the subject (Prädikat). In your sentence the Prädikat is "will". So grammatically correct it would either be
"Ich will sie nicht verkaufen." or
"Ich will nicht sie verkaufen."
"Ich will nicht sie verkaufen" sounds a little bit awkward. It would be just used if you want to emphasize the "sie".
