After all they stayed in Engels, Saratov region. They get apartment [from the Ministry of defense]. Almost immediately they start to search for country house (dacha) nearby.

But “не обосновалась” doesn’t that mean “didn’t settle down” ? not the opposite? since “не” is in the front

it means they SETTLED
