The top line is meant to be "father Christmas has been already"
What does "has been" mean?
Is it a complete phrase?
Or isn't it supposed to be something like "he has been here?"
One time I also heard someone said "Ii have been to Bali, have you been?"
I think It's supposed to be "have you been there?"
But people use it all the time, so how is it really to use the phrase "has been" and "have been" as in the above sentences

It's an old-fashioned way to say it, but it's correct still. It means "Father Christmas has been here already", like you said.
