This is something that native speakers DO say- it's pretty common. 'Have something done'. Both of your examples are something that would be used often.
"I'm going to have my hair done."
"I had my makeup done for the wedding."
"Over the weekend, I'm going to get my roof done." (meaning fixed)
"I'm going to go get my nails done."
A lot of services that people would need is something that they would 'have done', but it doesn't work for everything. A lot of cosmetic things that girls would 'have done' apply.

The phrase "have something done" actually doesn't sound natural in English. I have never heard of a native English speaker use this phrase.

Oh, natives doesn't say either ”I had the newspaper delivered to make sure I have something to read at breakfast.” or ”I had my hair cut yesterday.”, does they?

Of course it's natural. I think you are referring to saying "I have something done", which certainly doesn't come up often. "have something done" is perfectly normal:
"You should have something done about that broken window."

More generally, as has been described above, "to have ～～ done (by someone)" is pretty standard.

"I have something done" might be used like this:
"I'm rich, and don't have to do things myself. If there's a problem, I have something done about it."

それに "I"だけではなく...
She had her gardening done once a week.
だいたい「to have ___ 」イコール「～～してもらう」なんだけど、悪い目に遭うときも使えます：
He had his car stolen by some thugs - 盗まれてしまった
My little brother had his tooth knocked out by a rock.
