No. The
has + infitive = must. Examples: He has to leave tomorrow because his visa runs out. She has to choose what to wear.
will be + past particple = passive voice, meaning it well be done or it will happen. Examples: The goose will be cooked in half an hour. The car park will be locked at 6PM.
So "... the chief account will be approved ... " means somebody will approve the chief accountant, and the sentence makes no sense.
