It can't be CAREFULLY, because it would have to be CAREFUL.

It's not a good sentence, unless they mean meant minute (my-nyoot) meaning SMALL, not minute (min-it), the measure of time.

For someone who happens to come to this thread, I leave my clarification.

The blank should be a adjective. Therefore, "minute" here is pronounced (my-nyoot) , and its meaning here is very careful and detailed. it's NOT small as the person said above.

A meaning of careful and detailed is more likely, but the definition of small is not outside the realm of possibility.

For example, what if the passage read as such:

A minute site inspection was conducted before the construction of the hotel. It only took 20 minutes.
