It's because the order of tenses makes the order of actions confusing.

"When the snowstorm started, we had stopped skiing" makes perfect sense, and would mean that you stopped skiing BEFORE the snowstorm started. You were no longer skiing when the storm began.

"When the snowstorm started, we had stopped skiing and went back to the hotel" is confusing because the action "stop skiing" happened before the snowstorm, but then you use the simple past for "go back to the hotel" - did you go back before the snowstorm? After the snowstorm but because you stopped skiing? After both? It's unnatural because the tenses aren't in agreement with each other and so we can't say it like this.

You either have to have BOTH in the past perfect, or BOTH in the simple past. You can't swap halfway through, because then the order of events is confusing.
