Is this sentence correct? I think it should be "that information would be richly fused, create secondary knowledge." Am I wrong?

@SelfSimilarJosh Thanks! I understand. But there is another question though. Can I use the present tense with "promise?" I was thought that "promise that someone would be" is correct rather than "promise that someone is."
