Is the letter 'ą' at the end of a word often pronounced like an 'a', similar to how an 'ę' is often pronounced like an 'e' at the end of a word?

No, ą at the end ALWAYS keeps it's nasality (don't over do it tho we don't accent it) it's actually more clear than in the middle of the word when it often can sound more like "on" you can actually see that if anything it changes into on or oł as the ą sound isn't close to a at all
