Example
1. A: She didn't invite me to her Birthday.
B: cause she didn't want you there.
A: What does that supposed to mean? Please be clear.
B: She just doesn't like you. How's that for clarity?

2. A: You know, you told me yesterday that you like honesty, right?
B: Okay...
A: Well, the thing is I didn't call you cause I was advised not to and not cause my phone died. Now how's that for honesty?

Yes, it can also be used with irony/sarcasm

Eg 6
A: Has C given us an answer about the ski trip yet? She’s the only one in the group who hasn’t
B: I chatted to her an hour ago. She said she still wasn’t sure. How’s that for clarity/certainty?

Here, How’s that emphasises “clarity/certainty” ironically to really mean “there’s NO clarity/certainty”

It’s usually used emphatically when the first person (speaking to second person) is surprised or impressed by a third person’s take/reason.

It can also be used to ask the second person if the reason is acceptable to them.

Let’s use your examples.

1) “A” is unsure why they did not get an invite to the bday.
“B” then drills it in. Because she DOESN’T LIKE YOU. Is that not CLEAR enough? - to emphasise the reason

2) “A” has come clean with the real (HONEST) reason replacing the “dead phone” excuse they originally used. - emphasising that they’re being totally HONEST.

Apart from emphatically, it can also be used as a question to the other party “How is that as an answer/reason”? “Do you accept it?”

Here’s a couple of examples I found online:

3) He won first prize! How's that for a guy who almost didn't enter the contest at all!
- this emphasises the fact that the guy almost didn’t enter the contest. If he didn’t, he wouldn’t have won.

4) They took care of everything for us. How's that for hospitality?
- emphasises how great the hospitality was.

You know, I think this could also function as an Irony. As in
A: He isn't good enough
B: Excuse you. He scored 91 goals in one whole calendar year. Now, how's that for not being good enough? (hope you can see he is good enough?🙄)
