In this sentence, the first "det" means the impersonal pronoun, like in English when we say "It is raining". Here, "it" doesn't refer to anyone specific and it doesn't refer to anything specific, either. In this case, "it" is just a word we use to form the sentence. We could have used any other word, but we chose "it".
The second "det" refers to "...possible to use 'det' meaning two different things in the same sentence". Here, "det" means more like "that".
If I answer your question in English, I could say "Yes, it is". In Swedish, we have to say "Yes, it is that". There's no reason; that's just how people speak. It is closer to saying in English, "Yes, that is so."
EVEN BETTER, it is possible in Swedish to say, "Yes, it is that" and "Yes, that it is", so when I say, "Jo, det är det" you don't know which way I'm saying it. (Good news: it doesn't change the meaning, so knowing the order of the words isn't important here.)

The first "det" is part of "det där" ("that", as opposed to "this"). The second "det" is part of the pattern "det/den <adjective> <noun>".

@ArianeB "Det är hämskt att (händelse) hände" (It's horrible that (event) happened). The event in this example can be 9/11, a school shooting, etc. (something bad)
