Usage is not normally stated in plural as 'usages', but if you were to use 'usages' then you should use 'have'. All staff cell phone usages for March have been updated as of March, 23th

I just want to note that when writing dates, the comma is placed between the day and the year so you would write either March 23rd or March 23rd, 2016.

usages is just the plural for usage. For example you can say "I have many usages for my handphone" vs "I can only get one usage out of my handphone." This context is just saying that ALL of the cell phones usage has been updated.

There us a subtle difference. All staff cell phone usage for March has been updated as of March 23rd - As of March 23rd, all cell phone bills for March were updated. Some may have been updated earlier, but by (as of) the 23rd, all March updates were complete. All staff cell phone usage for March has been updated on March 23rd. All staff cell phone bills for March were updated on the same day, on March 23rd. Also note the change from 23th to 23rd which is short for twenty third. twenty fifth is 25th. twenty first is 21st. twenty second is 22nd.

Here is another way of interpreting 'as of'. Staff cell phone usage is updated (calculated) as of the 23rd of each month. Cell phone usage is calculated from the 24th of the previous month through the 23rd of the current month. Therefore, employees are charged for total usage as of the 23rd.
