That's because the person who called the public office and have a demand for it is 'you'. "I want the public office to meet my (as one of inhabitants) demands more quickly."
ex : I want the public office to live up to the demands more quickly for other inhabitants.

Already the answer is said, X is 1, if 住民 include speaker, or X is 2, if 住民 exclusive speaker.
SはOに~してほしい: this is S’s view point. E.g. “I” want you to help me, or “you” want to help.
SはO1にO2を~してあげてほしい: this is also S’s view point, but for O2. E.g. “l” want you to help “her”, or do “you” want “me” to help him?
This sentence is looked up to O1, or looked down on O2. Then, it is polite sometimes, and it’s arrogant the other hand.
~もらってほしい: this means just “want to take”. The view point is from Subject.

1. "~(して)ほしい" is used to express *my* demand/request.
2. "~(してあげて)ほしい" is used to express my hope that someone to do something for another person's benefit that I thinks beneficial.
3. "~(して)くれてほしい" is not a natural phrase.
1 is the most appropriate choice, because the author of the article hopes government office to take care of *our* demands more quickly.
With regard to your relevant question:
- "~(して)くれてほしい" is not natural phrase at all, not limited in combination with "食べる".
- "食べてあげてほしい" can be used that I ask someone to eat typically for benefit of other person. The viewpoint is "私" or subjective person.
- "食べてもらってほしい" is not natural phrase as well. It can be altered simply with "食べてほしい". If you want to emphasize "for me", you can say "私のために食べてほしい".
- However, in general, "~(して)もらってほしい" is very very rarely, but can be used without "食べる" or other exceptions, in order to ask someone to accept actions/efforts/services/volunteers made by other person.
For example, "私はお父さんに運転してもらってほしい" that means "I want papa to drive a car for you". Please imagine my mother tries to convince my grandpa not to drive a car, because he is old and bit dangerous. So she propose my father to drive a car instead. In this case viewpoint is still on "私" that means my mother. But again, it is rarely used.
